Róbert Gönczi, junior researcher of MRI told Magyar Nemzet that Belarus has long pursued a swing policy: they have often made concessions to the Russians, sometimes introducing sanctions against them, while EU leaders and in 2020 the US Secretary of State were hosted in Minsk.
